Objective: To provide a program that properly safeguards facilities and open space sites within the public domain.

Background: Upper Dublin Township and Upper Dublin School District initiated a SiteWatch pilot program in August of 1998. Over 300 violations of Township and School District regulations, including vandalism, were documented or addressed by SiteWatch employees during the three month pilot program. Now a permanent program, SiteWatch operates March through November, evenings and weekends, to provide supervision of Township and School District field and facility use. SiteWatch is jointly funded by the Township, School District and community youth sports organizations.  It is under the direction of the Department of Parks & Recreation.

Duties
Patrol park and school sites on a scheduled basis to insure safety and adherence to rules
- Provide uniform enforcement of rules
- Enforcement of issued permits
- Recognize potentially hazardous conditions of site and equipment; take corrective action
- Report required maintenance or resource improvement items
- Aid people in distress
- Remove debris or refuse
- Issue violation notices

SiteWatch employees have the full authorization of the school district and township to check compliance with permits issued for group use of facilities as well as to inform group users and the general public of district and township regulations regarding use. Enforcement of regulations remains with the Upper Dublin Police Department. 

Facility Permits:
- Individual or group use of any School District facility requires a permit.
- Permit holders have priority use of facilities.
- The School District issues permits for use of any indoor school facility.
- The School District issues permits for use of any outdoor school facility, except for baseball/softball fields.
- UDP&R issues permits for all outdoor township fields and all school district baseball/softball fields.
- UDP&R issues permits for use of park sites.
